Industrial cooling towers use PVC film fill - high surface area for heat transfer. During maintenance when the tower is dry (no water), welding/grinding sparks ignite the PVC fill. NFPA 214 covers tower protection and FM DS 3-23 sprinkler design plus maintenance precautions. Many major fires since 1980 are on record.
