Turkey operates 15,000 MEB (Ministry of Education) kindergartens and 8,000 private daycares serving about 2 million children aged 3-6. The day-care paradox: children cannot evacuate on their own, so the staff ratio (1:10 for ages 3-6, 1:4 for infants) is a life-safety issue, not a statistic. NFPA 101 day-care requires sprinklers in all new day-care occupancies with more than 12 clients (16.3.5.1), prefers the ground floor, requires at least two separate exits on every story (16.2.4.2), mounts new panic hardware 865-1220 mm above the floor (7.2.1.7.1), and requires draperies and similar decorations to meet 10.3.1 (16.7.4.1) and newly introduced upholstered furniture to resist cigarette ignition (10.3.2.1). Hermosillo ABC 2009 (49 infants dead) is the cautionary tale.

Daycare Fire History

  • Hermosillo ABC 2009: 49 children dead, Mexico
  • A children's facility fire: 5 dead
  • Sealand, South Korea 1999: summer camp fire, 23 dead
  • Our Lady of the Angels, Chicago 1958: 92 students
  • A daycare fire: 4 children dead

NFPA 101 Day-Care

  • 4+ children: Day-care occupancy
  • Staff ratio: 1:10 age 3-6, 1:4 infant
  • Sprinkler: mandatory in all new day-care occupancies with more than 12 clients (NFPA 101-2024 16.3.5.1); in day-care homes with 4-12 clients (16.6) only where required by another provision (16.6.3.5)
  • Travel: 45 m
  • Ground-floor: Easier evacuation

Child-Height Details

  • Panic hardware: new installations 865-1220 mm above the floor (NFPA 101-2024 7.2.1.7.1); the actuating bar extends at least half the door leaf width
  • Escape window: 1.1 m sill
  • Fire door: Light force
  • Detector audible: 75 dBA sleep
  • Visual alarm: ADA strobe

FR Furniture Toys

  • Plastic toys: EN 71-2 FR
  • Carpet mat: CAL 133
  • Nap mats: FR cover
  • Crib: Metal frame
  • Water cooler: GFCI

Turkey Daycares

  • MEB kindergartens: 15,000
  • Private daycare: 8,000
  • Children aged 3-6: about 2 million
  • A daycare fire: No fatalities thanks to fast staff evacuation
  • Ministry of Family: Audits
