  1. Over-design with full 13: Three-story apt. only needs 13R; full 13 is waste.
  2. Exceptions skipped: 13D/R permits bathroom/balcony exemptions; engineer covers everything and inflates cost.
  3. Undersized home tank: 13D needs 10 min × 50 gpm = 500 gal min; 200 gal tank can't support.
